What This Policy Covers
Neptune does not allow content that meets the following criteria:
Suppression of Public Participation in Critical Processes
- Misleading information about public services, elections, census participation, or other civic duties.
- False claims that discourage or mislead users about eligibility, dates, times, or locations of critical civic processes.
Manipulated and Misattributed Content
- Technically manipulated content (e.g., deepfakes, altered footage) that is designed to mislead viewers in ways that could cause serious harm.
- Misattributed content that presents old footage as current events in a misleading way to deceive viewers.
Other Types of Harmful Misinformation
- Misinformation that incites panic, violence, or direct harm to individuals or groups.
- False medical claims that endanger health and safety, such as fraudulent cures or misleading medical information.
- Content spreading conspiracy theories linked to real-world harm (e.g., promoting false information that leads to harassment or violence).

Exceptions for Educational, Documentary, Scientific, or Artistic (EDSA) Content
Neptune allows discussions on controversial topics as long as the intent is to educate, critique, or provide additional context. This is not a pass to spread misinformation but an opportunity for content that:
- Debunks misinformation.
- Analyzes or discusses misleading content in an educational way.
- Uses satire or parody clearly labeled as such.
Personal expressions of opinion are allowed as long as they do not violate Neptune’s guidelines.

Misinformation Policy for Livestreams vs. Static Content
Allowed on Livestreams:
- Discussions, debates, and personal opinions that do not present false information as fact.
- Fact-based discussions of misinformation (e.g., debunking false claims).
Prohibited on Livestreams:
- Live broadcasting of manipulated content designed to mislead.
- Live promotion of harmful falsehoods (e.g., false medical claims, fake emergency alerts).
- Encouraging real-time engagement with misinformation (e.g., directing users to misinformation websites).
All livestreams on Neptune must comply with community guidelines, and violations may result in immediate suspension of live-streaming privileges.

Enforcement and Consequences
- Content violating this policy will be removed, and users will be notified.
- Repeat violations may result in strikes or account suspensions.
- Severe violations that result in harm, incite violence, or interfere with democratic processes may lead to account termination.
- Neptune reserves the right to remove accounts or content that repeatedly spread harmful misinformation.
