However, maintaining a safe and respectful community requires guidelines on how EDSA content is moderated. This guide provides clarity on how EDSA content is assessed and what is required for it to qualify for exceptions under our Community Guidelines.
Criteria for EDSA Exceptions
Our moderation team evaluates EDSA content on a case-by-case basis. An exception may be granted if:
- Context is Clearly Provided: Information is included to educate or inform viewers directly in the content.
- Public Interest: Content addresses significant public interest issues, such as political events or humanitarian crises.
- Purpose and Presentation: Content clearly conveys that it aims to educate, document, or provide artistic or scientific insight rather than to shock, exploit, or harm.
Key Elements for EDSA Context
To qualify for an EDSA exception, content must include one or more of the following contextual elements:
Basic Facts and Descriptions:
- Identify the subjects or entities involved.
- Describe what the content shows, where, and when it takes place.
- Explain the relevance of certain content or why it is included.
Example: "This video explores the historical significance of protest movements in the 1960s, featuring archival footage." - Condemnation, Opposing Views, or Satire:
- Clearly communicate opposition to harmful ideas or actions.
- Provide opposing perspectives or satirical commentary.
Example: "This film satirizes the absurdity of discriminatory laws, emphasizing the importance of equality." - Discouragement of Dangerous Behavior:
- Explicitly advise viewers not to replicate dangerous or harmful activities.
- Provide information on the risks associated with the behavior depicted.
Example: "The stunts performed in this video are dangerous. Do not attempt to recreate them."
Where to Include Context
Context must be integrated into the content effectively to qualify for an EDSA exception. Suitable locations include:
- Video Content: Text overlays, disclaimers, or subtitles within the video.
- Audio Content: Narration or verbal disclaimers.
- Video Titles & Descriptions: Clear, concise information in titles or descriptions.
- Important: Context in comments, tags, channel descriptions, pinned comments, or other surfaces does not qualify for EDSA exceptions.
Critical Content Requiring Video/Audio Context
For content involving hate speech, violent organizations, child safety, suicide/self-harm, or graphic violence, context must be included in the video or audio to ensure viewers receive it, even when the content is shared outside Neptune.
Content Not Eligible for EDSA Exceptions
Regardless of context, certain content will not receive EDSA exceptions and is strictly prohibited:
- Child Sexual Abuse Material (CSAM).
- Violent physical sexual assault footage or audio.
- Perpetrator-filmed footage of violent events showing victims or weapons.
- Unmodified reuploads promoting terrorist or criminal organizations.
- Instructions on self-harm, suicide, or creating harmful devices (e.g., firearms, bombs).
- Content revealing personal private information (doxxing).
- Hardcore pornography.
- Spam or misleading content.
Age Restrictions and Warnings
Content that meets EDSA criteria but may still be sensitive (e.g., warzone footage, political protests) will be subject to:
- Age Restrictions: Only accessible to users aged 18+.
- Content Warnings: Viewers are alerted to potentially disturbing content before viewing.
Review Process
- Violation Assessment: Moderators identify potential Community Guidelines violations.
- Context Evaluation: The presence and adequacy of EDSA context are reviewed.
- Exception Decision: If context sufficiently meets EDSA criteria, content remains with potential restrictions (e.g., age restriction). If not, content is removed.
Best Practices for Creating EDSA Content
- Provide clear, factual information within the video or audio.
- Use disclaimers to discourage harmful behavior.
- Avoid sensationalism; focus on educational or artistic intent.
- Ensure opposing viewpoints or satire are easily identifiable.
Consequences for Non-Compliance
Content that fails to meet EDSA criteria and violates Community Guidelines will be subject to:
- Content Removal: Immediate deletion from Neptune.
- Strike Issuance: Warnings, temporary restrictions, or permanent bans based on infraction severity.
- Potential Reporting: Illegal or dangerous content may be reported to relevant authorities.
